<p>रिपोर्टों के अनुसार, मजिस्ट्रेट दीपक रावत ने कहा कि जो कोई भी उत्सव में शामिल होना चाहता है, उसे पहले पंजीकरण कराना होगा। वह पंजीकरण पर नजर रखेगा। इसके अलावा, बस और ट्रेन से आने वाले यात्रियों को हरिद्वार के लिए अपनी यात्रा शुरू करने से पहले थर्मल स्क्रीनिंग से गुजरना होगा।</p>

<p>दीपक रावत ने वरिष्ठ सिंचाई अधिकारी को भूमिगत गैस पाइपलाइन के लिए रोड कटिंग आदि पर अनापत्ति प्रमाणपत्र (एनओसी) की स्थिति के लिए फटकार लगाई। उन्होंने उन्हें चेतावनी दी कि यदि इस मामले में कोई लापरवाही या कदाचार किया जाता है तो वे सख्त कार्रवाई करेंगे क्योंकि यह काम कुंभ मेले का हिस्सा नहीं है और यह कुंभ मेले के लिए काम को प्रभावित कर सकता है।</p>

<p>कोरोना महामारी के संकट के कारण अबकी बार कुंभ मेला क्षेत्र का क्षेत्रफल इस साल भी 700 हेक्टेयर ही रहेगा। सरकार ने इस बार कुंभ क्षेत्र का क्षेत्रफल 1700 हेक्टेयर करने की योजना बनाई थी। लेकिन कोरोना महामारी की वजह से बदली परिस्थितियों में अब कुंभ क्षेत्र का क्षेत्रफल पूर्व की भांति 700 हेक्टेयर ही रखने का फैसला किया गया है।</p>

<p>कुंभ मेले के लिए अग्रिम तैयारियों के तहत शहरी विकास मंत्री मदन कौशिक (Madan Kaushik, Minister of Urban Development)ने सोमवार को विधानसभा में कुंभ मेला-2021 के सौंदर्यीकरण के संबंध में अधिकारियों के साथ मीटिंग की। उन्होंने निर्देश दिए कि कुंभ मेले के लिए आवश्यक तैयारियां समय से पूरी कर ली जाएं। बैठक में उपस्थित सचिव शहरी विकास शैलेश बगौली, मंडलायुक्त रविनाथ रमन, मेला अधिकारी दीपक रावत, अपर सचिव विनोद कुमार सुमन, अपर मेला अधिकारी हरबीर सिंह एवं डॉ.ललित नारायण मिश्र और संबंधित विभाग से संशोधित कार्ययोजना प्रस्तुत करने के लिए भी कहा गया। उन्होंने कुंभ मेले में स्वच्छता पर विशेष फोकस करने को कहा।</p>

<p>मदन कौशिक ने सालिड वेस्ट मैंनेजमेंट के तहत कूड़ा निस्तारण करने, पार्किंग एवं स्नान घाटों का निर्माण भीड़ के हिसाब से बनाने, आश्रम, अखाड़ों और मंदिर के आस-पास और शहर के भीतर सड़कों की मरम्मत का आकलन तैयार करने के निर्देश दिए। उन्होंने शहर के सौंदर्यीकरण पर विशेष जोर देते हुए शहर के भीतर रंग-रोगन, लाइटिंग, साउंड सिस्टम का इंतजाम करने को कहा। उन्होंने कहा कि जनता की  सुविधाओं को लेकर जल्द अखाड़ों के साथ बैठक की जायेगी। उन्होंने पार्किंग व स्नानघाटों को भीड़ के हिसाब से तैयार करने के लिए दिशानिर्देश दिये।</p>

कोरोना महामारी के चलते नहीं बढ़ाया जायेगा हरिद्वार 2021 में आयोजित कुंभ मेला का क्षेत्रफल

<p>हरिद्वार में संतों की संस्था अखिल भारतीय दशनाम संन्यासी परम आदर्श आचार्य महामंडलेश्वर समिति ने वर्ष 2021 में होने वाले हरिद्वार कुंभ को 2022 में कराने की मांग उठाई है। समिति ने देशभर के सभी प्रमुख संतों और सरकारों को पत्र लिखकर यह सुझाव दिया है। वहीं, समिति से जुड़े संत देशभर में अपनी इस मुहिम के लिए समर्थन जुटा रहे हैं। हालांकि अखिल भारतीय अखाड़ा परिषद ने मुहिम को अनावश्यक बताते हुए इससे किनारा कर लिया है और हरिद्वार कुंभ 2021 में ही होने की बात कही है।</p>
<p>समिति के उपाध्यक्ष स्वामी महेश्वरानंद पुरी महाराज की ओर से लिखे गए पत्र में कहा गया कि प्रारंभ से ही कुंभ का काल 12 साल के अंतराल पर आता है। पौराणिक महत्व के हिसाब से हमेशा कुंभ 12 साल में ही कराए जाने की परंपरा है, लेकिन वर्ष 1955 में स्वामी करपात्री महाराज के नेतृत्व में संतों के एक वर्ग ने ज्योतिषशास्त्र की कुछ गणनाओं के आधार पर घोषणा की थी कि उज्जैन कुंभ इस बार वर्ष 1957 की बजाय वर्ष 1956 में होगा।</p>
<p>काशी स्थित संन्यासी संस्कृत कॉलेज के मंत्री स्वामी धर्मानंद के नेतृत्व में विद्वानों समेत सभी अखाड़ों और साधु समाज ने उनका विरोध करते हुए वर्ष 1957 में ही कुंभ होने की मान्यता दी थी। लंबे विवाद के बीच तत्कालीन प्रशासन करपात्री महाराज और उनके साथी संतों के दबाव में झुक गया था और वर्ष 1956 में उज्जैन का कुंभ कराया गया, लेकिन जनता ने इसे नकार दिया था। यह कुंभ कुछ हजार लोगों की भीड़ तक सिमट गया। ऐसे में 1957 में दोबारा कुंभ कराना पड़ा।</p>
<h3>संतों ने कहा 12 साल के अंतराल पर ही होना चाहिए कुंभ</h3>
<p>इसके बाद भी कई बार कुंभ को लेकर विवाद पैदा करने की कोशिश की गई। पत्र में कहा गया है कि इस बार फिर ज्योतिष गणना के आधार एक वर्ष पूर्व ही कुंभ 2021 में कराने का प्रयास हो रहा है, लेकिन कोरोना जैसी बाधा आने से यह प्रयास विफल होने लगा है। कोरोना के चलते जो परिस्थितियां बनी हैं, उनके कारण न तो कुंभ की तैयारी पूरी हो सकेगी और न ही श्रद्धालु आएंगे। ऐसे में वर्ष 2021 में तो कुंभ हो ही नहीं सकता।</p>

<p>उन्होंने केंद्र सरकार, सभी राज्य सरकारों, अखाड़ों, धार्मिक सांस्कृतिक, सामाजिक संस्थाओं, सनातन धर्म के सभी अनुयायियों से अपील की है कि सर्वसम्मति से निर्णय लेकर कुंभ 2022 में कराने का निर्णय लें। समिति के महामंत्री स्वामी विश्वात्मानंद पुरी महाराज ने बताया कि समिति से जुड़े सभी संत इस प्रस्ताव से सहमत हैं। कुंभ हमेशा 12 साल के अंतराल पर होना चाहिए।

<h3>सोशल मीडिया पर भी चल रही मुहिम</h3>
<p>कुंभ मेले का आयोजन वर्ष 2021 के बजाय 2022 में कराने की कवायद को लेकर सोशल मीडिया पर भी मुहिम शुरू कर दी गई है। सामाजिक कार्यकर्ता अमित पंजवानी और उनके साथियों ने ऑनलाइन प्रस्ताव डालकर देशभर से इस मुहिम के लिए समर्थन जुटाना शुरू कर दिया है। उनके प्रयास को लोग समर्थन भी दे रहे हैं। इनका तर्क है कि वैसे भी कुंभ हमेशा 12 साल बाद ही होता है। पिछला कुंभ हरिद्वार में वर्ष 2010 में हुआ था। इसलिए इस बार 2022 में होना चाहिए।</p>
<h3>औचित्यहीन है मुहिम : नरेंद्र गिरि</h3>
<p>अखिल भारतीय अखाड़ा परिषद के अध्यक्ष श्रीमहंत नरेंद्र गिरि महाराज ने समिति की इस मुहिम को औचित्यहीन बताते हुए कहा कि कुंभ के बारे में कोई भी निर्णय लेने का अधिकार केवल अखाड़ा परिषद को है। परिषद ने इस समिति को मान्यता नहीं दी है। उन्होंने कहा कि कुंभ के आयोजन का पौराणिक गणित है, जिसके हिसाब से कुंभ 2021 में ही होगा। अभी बहुत समय है। सरकार भव्य कुंभ के आयोजन की तैयारी करने में सक्षम है।</p>
<h3>भाजपा विधायक भी उठा चुके हैं सवाल</h3>
<p>हरिद्वार कुंभ के कार्यों को लेकर जिले के भाजपा के दो विधायक सुरेश राठौर और देशराज कर्णवाल भी सवाल उठा चुके हैं। सुरेश राठौर का कहना है कि कोरोना के कारण कुंभ में बहुत कम श्रद्धालु पहुंचेंगे। इसलिए सरकार को और ज्यादा बजट जारी नहीं करना चाहिए, केवल स्थायी काम पूरा करें। विधायक देशराज कर्णवाल ने भी यही मांग उठाई थी।</p>
<h3>300 करोड़ जारी कर चुका केंद्र</h3>
<p>हरिद्वार में कुंभ के काम करीब दो साल पहले शुरू हुए थे। कुंभ के लिए राज्य सरकार ने करीब 1200 करोड़ रुपये का बजट खर्च करने की योजना बनाई थी। इसमें से केंद्र सरकार 300 करोड़ रुपये दे चुकी है। लॉकडाउन शुरू होने से पहले सभी स्थायी कार्य तेजी से शुरू कर दिए गए थे। लॉकडाउन के कारण करीब दो महीने तक कुंभ के सारे काम रुके रहे। अब जो काम दोबारा शुरू हुए, उसमें अधिकांश स्थायी हैं। कुंभ मेल प्रशासन का भी अभी स्थायी कार्यों पर ही ज्यादा फोकस है।</p>

<p>एक बार दुर्वासा मुनि ने देवताओं को श्राप दे दिया। उसके शाप के कारण, उन्होंने अपनी ताकत खो दी। अपनी ताकत वापस पाने के लिए वह भगवान ब्रह्मा और भगवान शिव के पास गया। उन्होंने देवताओं को सलाह दी कि उन्हें अपनी ताकत वापस पाने के लिए भगवान विष्णु से प्रार्थना करने की आवश्यकता है।</p>

<p>भगवान विष्णु ने उन्हें दूध का सागर मंथन करने के लिए कहा जो उस समय अमृत पाने के लिए क्षीर सागर के नाम से जाना जाता था। यह उनकी ताकत वापस पाने का एकमात्र समाधान था, लेकिन यह कार्य उन सभी के लिए बहुत कठिन था। चूंकि इस कार्य को करने के लिए देवताओं के पास पर्याप्त शक्ति और नहीं थी, इसलिए उन्होंने राक्षसों के साथ एक आपसी समझौता किया। केवल एक शर्त पर उनकी मदद करने के लिए राक्षसों पर सहमति व्यक्त की गई। शर्त यह थी कि उन्हें अमरता (अमृत) का आधा अमृत उनके साथ बांटना था।</p>

<p>हरिद्वार महाकुंभ 2021 के लिए वित्त मंत्रालय, भारत सरकार द्वारा 375 करोड़ रुपए स्वीकृत कर दिए गए हैं। यह राशि कुंभ मेला स्पेशल असिस्टेंस-कैपिटल के रूप में उत्तराखंड सरकार के प्रस्तावों के सापेक्ष स्वीकृत की गई है। </p>

<p>मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने इसके लिए प्रधानमंत्री नरेन्द्र मोदी और केंद्रीय वित्त मंत्री निर्मला सीतारमण का आभार व्यक्त किया है।</p>

<p>साल 2021 में होने वाले हरिद्वार महाकुंभ को प्रदेश सरकार भव्य और ग्रीन कुंभ परिकल्पना के आधार पर आयोजित करेगी। इस परिकल्पना को पंख देने के लिए सरकार ने बजट में 1205 करोड़ रुपये खर्च करना तय किया है। महाकुंभ में श्रद्धालुओं की सुविधा के लिए 450 करोड़ के स्थायी और एक हजार रुपये के अस्थायी कार्य किए जाएंगे।</p>
<h4>भीड़ नियंत्रण पर भी जोर</h4>
<p>सरकार का अनुमान है कि महाकुंभ में करीब 10 करोड़ श्रद्धालु आएंगे। इतनी बड़ी संख्या में श्रद्धालुओं के पहुंचने से सरकार ने भीड़ नियंत्रण पर भी फोकस किया है। सुरक्षा व्यवस्था पर 60 करोड़ की राशि खर्च की जाएगी।</p>
  
<p>प्रदेश सरकार ने बजट में जनवरी 2021 में प्रस्तावित कुंभ मेले के लिए पुलिस विभाग के लिए 60.12 करोड़ का प्रावधान किया है। हालांकि कुंभ मेले को छोड़कर पुलिस आधुनिकीकरण और जेलों के उद्धार को कुल 174.33 करोड़ का प्रावधान किया गया है। इससे पुलिस महकमे में थाना और नई चौकियों के भवनों के निर्माण होने की उम्मीद जगी है।</p>

<p>Sapt Rishi Ashram is one of the several attractions in Haridwar you should include in your itinerary. The legend behind this place has made it a huge attraction for those having an interest in spirituality and ancient Hindu mythology.</p>

<p>According to mythology, the seven great sages, or rishis of Hindu mythology, sat here in meditation. These sages were Vashisht, Atri, Vishwamitra, Kashyap, Gautam, Bharadwaj, and Jamadagni. Seeing them meditate, River Ganga distributed its waters into seven streams, so that the roaring sounds of its rushing waters do not disturb their penance. The seven streams are now called Sapt Sarovar and the place where the rishis sat in meditation is called Sapt Rishi Ashram.</p>

<p>Sapt Rishi Ashram was founded by Guru Goswami Dutt in 1943. It is a tranquil place where you can sit for some time soaking in its spiritual energy and calm your mind. The ashram provides free Sanskrit education to poor children. It has a residential hostel and provides free meals to students.</p>

<p>There are temples of these seven great sages and also those of other gods and goddesses like Shiva, Ganesh, Saraswati, Durga, Hanuman, etc. The temple provides relief from the massive crowds of Har ki Pauri. It's located 5 km from Har ki Pauri and takes approx. 20 minutes to reach by cab.</p>
